Renat Lumpau and Eva Wolf, a former attorney with the IRS Office of Associate Chief Counsel, will speak at the Boston Bar Association program, “PLR Requests from the Inside Out: Government and Private Practice Perspectives,” on Wednesday, October 21 from 12:00 to 1:30 p.m. They will discuss navigating the private letter ruling (PLR) process from both government and private practice perspectives. Private letter rulings can be a critical tool when errors such as defective portability elections, missed generation-skipping transfer (GST) exemption allocations, or late reverse QTIP elections place valuable tax benefits at risk. During the program, Renat and Eva will discuss the lifecycle of a PLR request – from presubmission conference to issuance – including: common estate, gift, and GST tax PLRs; administrative alternatives to PLRs; reasons the IRS will not issue a PLR; new requirements under Treasury Regulation § 26.2642-7; guidelines for preparing and submitting a PLR request; and tips for working with the IRS to obtain a PLR.
